Work Session

Mayor Grenier opened the meeting at 6:30 p.m. He asked to add Senate Bill 152 to the discussion under “other”. Councilor Rozek so moved with a second from Councilor Theberge; the motion carried unanimously.
CDBG Contract Award
Ms. Laflamme reported that two proposals were received in response to a request for proposals for a contract administrator for the Notre Dame project. North Country Council submitted a proposal for $15,000 and Donna Lane submitted a proposal for $12,350; both are equally qualified. Ms. Laflamme indicated that Ms. Lane has experience with the project and her cost is less. For these reasons she recommended Donna Lane.
Councilor Higbee moved with a second from Councilor Rozek that the City engage the services of Donna Lane for the administration of a Community Development Block Grant awarded to City for the Notre Dame project for a cost not to exceed $12,350. So moved, the motion carried.
Community Bible Academy Request to Close Sullivan Street
Mayor Grenier noted that this is the same request as last year: the Church asking for permission to close Sullivan Street for a bike a thon and yard sale on Saturday, May 18.
Councilor Rozek moved to grant the request from the Community Bible Church to block Sullivan Street from 7:00 pm to 3 pm on Saturday, May 18 for a Bike a Thon and Yard Sale; Councilor Morgan Allain seconded and the motion carried. Councilor Higbee clarified that barricades will be provided by the Public Works Department on the day prior to the event and there will not be any overtime incurred.
Other
Senate Bill 152
Mayor Grenier informed the Council that he asked the City Manager to testify in favor of SB152 on behalf of the city. The gaming bill would provide additional State revenues, having a positive effect on Coos County. He distributed a letter that the Manager will read into the Legislative record.
Councilor Rozek moved to accept the letter in support of SB152 on gaming, reaffirming the City’s official position; Councilor Theberge seconded and the motion carried.
Non Meeting
At 6:40 p.m. Councilor Nelson moved with a second from Councilor Morgan-Allain to go into non-meeting per RSA 91-A:2, I(a) Collective Bargaining. The Council came out of non-meeting at 7:45 p.m.
